The TRRA was formed on 5 February 2009 by Laura Storey and Elizabeth Heard after they began petitioning against the construction of a proposed 800 space multi-storey car park on Ann Court. Through this petition, it became apparent that there were wider issues affecting residents in St Helier. As such, the TRRA was formed, a non-political association, for the purpose of promoting a better quality of life for the residents of the town centre and the surrounding areas and the preservation, improvement, protection and advancement of the community and amenities of the town centre.
